This is correct, the dimming of the screen is not for energy saving, it’s more for preventing image retention burnin. Energy saving is simply whether it hibernates, listen for fames that need installing or updating, or shuts off entirely.

Thanks for the reply. I found the setting that you had mentioned. It is in a sub menu under Power Mode: Instant-on. I never found it because I had selected Power Mode: Energy-saving. There are no sub menus available for Energy-saving, which I find odd.
You would think that Energy-saving would shut it off by default.

I try this setting and let you know how it went.

Xbox Insider program? Is the power mode of the console set to
instant-on or energy-saving? If the console is on instant-on, we recommend changing the console to energy-saving. Be sure to let us know the results!

One more update... This behavior is the SAME whether settings are "Instant On" or "Energy Saving"

That's why I believe it's an unaddressed bug.

<b>I would have to agree with you on this one, until Microsoft gets around to adding a feature like this you could leave your console in instant on mode and when you want to do a full shutdown hold the power button the console for 5 seconds, this should
be more convenient to navigating to the setting to shut down your console</b>
