As the Xbox Insider Program allows for substantial feedback opportunities from users, Xbox wants its users to be of legal age. The Windows Insider Program on Windows 10 is the same way. The Insider Program gives incredible amounts of feedback to Xbox and
Microsoft, and so they most likely want their responding members to be of age.

i am an insider but not for my xbox it was for age of empires why does my xbox store not work.

Please try the following steps and let me know if that helps you:

1. On Xbox One or a Windows 10 PC, sign in with the account that registered for the Minecraft Beta and launch the Xbox Insider Hub.
2. Navigate to Insider content > Minecraft (or Minecraft for Windows 10 on PC)
3. Select Manage.
4. Use the radio button to select Unenroll (Leave this preview), then select Done.
5. Wait an additional 30-60 minutes after unenrollment completes (Pending no longer appears in the Xbox Insider Hub).

I think at the time it was first rolled out there was no age restriction. Or because of the age which your parents put on your console, or you claimed to be 18. These could be a few reasons why you got in.
