Xbox guide page not showing up

Sorry to hear that didn't work. I recommend you try to factory reset your console. This won't delete any of your saved game data or already installed games and apps. Factory resetting your console will reset the OS and delete and potentially corrupted data.

Warning: Before following these steps, ensure you are already connected to the Xbox network. Your console will automatically sync data to the network when connected so if your console was offline for a while, any data not synced will be lost in the process.

1. Go to your Games & Apps at the top of the Home menu, then find the Settings app.

2. Go to System, then Console Info, then Reset console.

3. Select Reset and keep my games and apps.

4. Start the set-up process and see if the issue is fixed.

Nope, it's still not fixed I tried to reset the xbox deleting everything and it still doesn't work

1. Hold down the Xbox button on the front of your console for about 10 seconds until the console shuts down completely.

2. Then unplug the power cable from your console.

3. Wait at least 10-30 seconds and plug the power cable back into the console.

4. Turn your console back on and see if the issue is fixed.

I reset one of the entries where C1982 can be set (the other had that code already in place), now the following is the result:

1. I say "XBOX Show Guide", the guide appears with commands in green displayed such as "Page Up", Page Down" at the bottom. If I say "Page Up" or "Page Down" while the green commands are present the guide scrolls as expected.

2. If I wait until the commands in green disappear, saying "Page Up" or "Page Down" do nothing. If I preface the command by saying "XBOX Page Up" nothing happens.

The question is, why does this only work for a limited period? Is there some other setting I have failed to set?
