If you say the audio delay happens on the Home Screen as well:

My Xbox One X sometimes has temporary delays if it's installing a downloaded game, as long as it's working on the hard drive. After that, the lag and delay is gone.

So can you restart your console by holding the power button on the console for about 10 seconds and then restarting the console. Make sure the console shows a green startup screen with the Xbox One logo during the boot sequence, and after the restart, that
it doesn't have any downloads in the queue.

If the delays are gone in the Home Screen but not the YouTube App, you might have to contact the YouTube support, as they are responsible for what their app is doing. Microsoft only provides the marketplace to download the app, but has nothing to do with
how the app works.

Also: Is your console enrolled in the Insider Preview program?

Go to Network Settings>Advanced Settings>Alternate MAC Address>Clear>Restart.
Once the console restarts you should be good to go.

If that does not work try this:

Go to
https://account.live.com/proofs/Manage
look under "Security info helps keep your account secure" and make sure they have a phone and email listed.

If any are missing please add them. If Any ARE listed delete and re-add them. And Save Changes.

Then Restart Console Scroll left on the Home screen to open the guide. Select Settings. > Select Restart console. > Select Yes to confirm.

Once the Console Has restarted you should be able to send messages.

Have you tried doing this after a Hard Restart?

1. Press the Xbox button to open the guide.
   Note Pressing the Xbox button will open the guide from any other screen on the console.
   
2. Select Settings.
3. Select Restart console.
4. Select Yes to confirm

Or try unplugging your gateway or router+modem for 1-2 minutes, plugging them back in and restart your console: Scroll left on the Home screen to open the guide, select settings, select restart console, and yes to confirm.

Are you on console or PC? If console You may want to try clearing the MAC address too. To do that just go to your network settings, click advanced network settings, alternate MAC address, select clear, then reset. Your console will restart at that
point.

You will also want to check and confirm your subscription to Xbox Live is still active too.
