please check
http://account.microsoft.com/services and check if the Xbox Game Pass subscription shows there without any issues.

If it shows then please double check what account is signed in into the Store app on the PC and make sure it's the same account.

If it is the same account and not issues show on the earlier mentioned link, then you should be able to install the games that are Xbox Play Anywhere and part of the Xbox Game Pass library, you should be able to filter on Xbox Play Anywhere via the following
link to see what games should be available:

Thanks for coming to the forums. When you have an active Ultimate game pass subscription, any code redeemed converts to Ultimate subscription. In this case 12 months of Xbox live gold convert to 4 months of Ultimate game pass. The ultimate game pass subscription

Yes with the game pass on PC you will need an Xbox live gold subscription also. Currently there is a subscription called Ultimate game pass, this subscription combines game pass for PC and console, also has Xbox live gold.
