Xbox Gamebar incapable of Recording or Replaying

I've recently purchased a new tower and have noticed that xbox gamebar, which I used on my old tower for recording clips, is nonfunctional. Both the Replay and Record keys are grayed out. Hovering over them only shows the shortcut. Clicking on the buttons does nothing. Not even an error message. Same with using the shortcuts.

I am on the latest version of windows 22h2 x64. My graphics driver for my RTX 3060 TI is also up to date. The official troubleshooting page for xbox gamebar directs me to go to "Settings > Gaming > Xbox Game bar, then turn on Record game clips, screenshots, and broadcast using Game bar." However the toggles for "Record game clips, screenshots, and broadcast using Game bar" do not exist there, or anywhere from what I can tell. I've tried multiple youtube videos which had me restart & reset gamebar, aswell as other things, all to no avail. I am at a total loss because I feel I've tried everything but still cant get it to work.

App appears to be up to date. In microsoft store tehre was both an "open" button and a "get" button.
Pressing "get" caused it to disappear, leaving only the open button. The issue persists.

I've done the commands and restarted my PC. The issue persists. Attached is a screenshot of the cmd prompt stating the results of the scan.

if i was you a full re install should fix it but i wouldnt bother, using shadowplay is more efficient, better quality and outputs a perfectly stable 60fps capture, download shadowplay and just set a hotkey for manual record and capture the last.
