Xbox game pass says I need to buy again for PC

It depends on what you bought. There's Game Pass for Console, Game Pass for PC, and Game Pass Ultimate.

If you only bought Game Pass for console, then it won't work on a PC.

Game Pass Ultimate includes both version of Game Pass plus a Gold subscription. So if you bought Game Pass Ultimate, you should have access in both places.

Since you are saying Xbox App, can I assume that you are trying to play on a PC? If you are, did you purchase Game Pass for PC or did you buy the regular Game Pass which is only for the console?

So your saying my family of 5 with 1 pc has to have 5 separate game pass subscriptions to use game pass on there pc accounts? I don't need to do this with the Xbox why is it different on the pc? I should be able to buy game pass for the pc and everyone that uses it has access

It depends on the game. If a game supports Play Anywhere, you can install it on the PC without needing to buy it again or needing Game Pass.
