Saddly, it is not the Steam version, but the Xbox PC Game Pass version (mentioned in 1st sentence). The XBox PC Game Pass version installs it under "WindowsApps", creating a folder named "DeepSilver.SaintsRowIVRe-Elected_1.0.6.0_x64__hmv7qcest37me".
Went through the whole thing and there is no "display.ini" file in it.
