Banks handle international transactions differently and can take upto 30days for them to handle it because they do it in large batches not individual

So any charges if it is a creditcard is your responcibliity as per the card holder aggreement even if you are expecting a refund this includes interest

Skipping a minimun payment is not a good idea if you used paypal the proccess is 90days as per their aggreement

to see if there is a pending refund. On the
order history make sure the charge says refunded also.
