Thanks for reaching out to the forums. We understand you have issues with game pass offline. Unfortunately for any game to invite friends to from different networks you would need to be online with a gold subscription. Only way would be to play coop which
is from same network/PC.

In terms of game availability, the Game pass for PC and Game Pass ultimate are the same.

the Ultimate is more useful for console players since it also gives them Xbox Gold which is required for online play on console.

on PC you don't need Xbox gold to play online.

so if you buy the Game pass for PC which is cheaper than Game pass ultimate, you will hopefully be more satisfied.

If you have an Xbox Game Pass Core subscription, then you will need a subscription for each child. This is because Xbox Game Pass Core does not include access to online multiplayer games.

If you have an Xbox Game Pass for PC subscription, then you don't need a subscription for your two kids to play together online. This is because online multiplayer games on PC are free.

If you read that, it is specifically talking about Game Pass for PC. It doesn't mention Xbox version. I just tried Outer Worlds which has no online component with my Xbox offline and I got the error msg that for this game, you need to be online. I only
have it through Game Pass.

the games on demand version requires the online pass which you can purchase for 800ms points to play online multiplayer did you purchase the online pass?
