Yes, you are correct, the only way to change the billing date is to cancel the service and then subscribe on the date you want.

Canceling the subscription won't delete your game progression or uninstall your games, however, you will lose access to the Game Pass games and services, until you subscribe again.

Unfortunately, you are unable to change the billing date. The only thing I can really suggest is to cancel your subscription, and then resubscribe on the date you wish to be billed from.

For the cancellation, manage your subscription from your mobile or desktop browser:
Sign in to account.microsoft.com.
Under the section Subscriptions, select View all subscriptions, and then select Manage next to the subscription that you want to cancel.
Select Cancel subscription or Turn off recurring billing. Disabling recurring billing will grant you the benefits of your subscription for the remainder of the payment cycle without billing you again for a renewal.

I just had a look at my Game Pass sub and there's nothign to change the billing dat, just the payment method. The billing date is scheduled for the anniversary of when you started it so you must have started your sub on the 23/24th

I suspect the only way you can do it is to cancel your subscription a couple of days before it's due to expire then wait until the 1st before purchasing again

Unfortunately, swapping a Game Pass for Console subscription for Game Pass Core is not possible. In this case, I'd suggest:

A) Upgrade to Xbox Game Pass Ultimate (Game Pass Core is included in this plan). You will be charged for the first month of Game Pass Ultimate but the remaining time on your Game Pass for Console subscription will be converted to Game Pass Ultimate at a 4:3 ratio.

B) Cancel your subscription to Xbox Game Pass for Console and then subscribe to Game Pass Core. If you just paid for this subscription, there's a good chance you are eligible for a refund.
