Sorry to say but the Microsoft store / Xbox app version for this game doesn't support mods

Due to the game files are encrypted and is not possible to unencrypt them

Cities: Skylines - Natural Disasters as that is an Add-On for the main game. You will need to Purchase the main game or if you have the

Xbox Game Pass subscription, the main game is available to Game Pass subscribers.
