Xbox game pass, game currently not available

I will be quick to the point, my friends and I want to play State of Decay 2 through the Xbox game pass. They all have been able to find it and download it with no problem, however, I can't say the same. Searching on the Xbox game pass app comes up with nothing, so does the Microsoft store. I eventually found it on the Microsoft website but when I clicked install it brought me to the Xbox app where it said it was currently not available . I think I know the problem tbh, I have my system locale set to japan, that said this is the first time it has potentially tricked something into thinking I am in Japan so I am not positive. If this is the problem that is quite frustrating as I do not want to change it for various reasons but I suppose the problem could be unrelated. (This is for the game pass on PC)

RDR2 is currently only available on Game Pass for consoles. The game is not available for PC on the Game Pass catalog.

Unfortunately the Game Pass subscription is one that is for currently available for Xbox consoles. As such the only games that are playable on PC are those games that are also Play Anywhere titles. I have provided the list of Play Anywhere titles currently
available through Game Pass below for your convenience. Sorry for the confusion.

Changing your region would be the only way. If you're not actually located in Japan, you should have your region set for your actual location.

Okay so do you know a way around it? My location of my PC is Australia and this is the first time my system locale has played a part in where my location is believed to be. I really don't want to change locales if I do not have to
