Xbox game pass for pc Error code: 0x8000000b when downloading

My laptop has a typical 2 drive setup: ssd for OS (c:\), platter drive for data/games (d:\). When tried to install bridge constructor the first time I accidently tried installing on the OS drive. I stopped it ,closed the program and made the necessary adjustments
in windows to allow installation onto d:\. When I tried to start the download again. I get 0x8000000b. I already tried resetting the app cache of the windows store with WSRESET. Already tried reinstalling the xbox app. I have plenty of hdd space. I cannot
think of anything else to do.

Is this only happening with bridge constructor, or does it occur with any other game you try to download?

It's happening to me when I install Forza Horizon 4.. my computer also froze during installation but I don't know if that is related.
