You may have performed these please but please check below the basic suggested troubleshooting you can apply.

1. Keep device and Xbox apps updated.
   
2. Turn off/Disable antivirus, antimalware, VPN, PC Optimizer that may block any download/installation for your PC.
   
3. Make sure you are signed to the account with Xbox Game Pass subscription on Microsoft Store and Xbox app.
   
4. Check Network Connectivity this should not provide
   
5. Additional Troubleshooting: Troubleshoot slow game or app downloads.
