Yes, you can do that. There are no regional restrictions on the consoles or disc-based games.

There would be no way to actually associate those games to your account. The original account that purchased them would still own the games and if they ever do a license transfer to another console, you will lose access to those games.

Yeah steer clear of that sort of thing mate.
