Xbox Game Bar Windows 10 Not working

Everytime i try to open up the gamebar i get this message. any clue?

"Xbox Game Bar is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001"

i tried many methods to fix this but none worked,even went as for to reset the application. that still did not work. last i checked it was clearly installed on my PC and my account was signed in so i do not understand at this point. i have also updated windows
to the latest.
