I'm not a 100% sure if the Radeon 520 mobile GPU supports hardware encoding, which on an AMD card is called AMD VCE. To check if this is the case you should download the graphics card driver from AMD. After the install process, Windows generally downloads a generic AMD driver.

The integrated graphics built into your i5-8265U definitely does support hardware video encoding called Intel Quick Sync. If your AMD card can't do it then I can only assume you were using integrated graphics last time it worked.

Actually your hardware doesn't meet the requirements. The problem is that fact the AMD R7 240 has no hardware encoder. The issue isn't with Game Bar, it's your graphics card.

I suggest uninstalling the app completely! Everytime that it tried to give me a hard time I do this and it works wonders! Here are the steps!
