Please also keep in mind that Xbox Live services have been on the fritz for the past few days. About 3 days ago, the services wouldn't even let you log into your account, that's how backed up they were. It either will be fixed by the hard restart, or possibly
just by waiting it out as well.

I would suggest to try this:
Troubleshoot changing online safety or privacy settings on Xbox One.
