Xbox Elite Series 2 Controller not connecting to PC on startup

I just got the new Xbox Elite Series 2 controller and every time I put my computer to sleep or shut it off, the little light between the start and back button just blinks and the controller does not connect to my pc. I have to open Xbox accessories app and unplug then plug back in the usb cable for it to connect. Is there a way around this so I don't have to unplug and plug it back in every time? Never had a problem with a controller like this. Thank you.

To configure the Xbox Elite Wireless Controller Series 2, get the Windows 10 May 2019 Update (or later) and make sure your PC has the latest fixes.

The Xbox Accessories app won’t detect your controller if you’re using Bluetooth to connect to your PC. Connect your controller using Xbox Wireless, or plug the included USB-C cable into the back of the Xbox Elite Wireless Controller Series 2 and plug the

The original XBox Elite controller requires the Xbox Wireless Adapter for Windows 10 so without that adapter it will not be recognized properly by Windows. The newer, Elite Series 2 can connect to a Windows 10 PC without the need of an adapter.

I understand. This means the issue is with the controller and you'll be needing to process a replacement for it.

Yes I have already done that and still doesn't work. I have to still unplug and plug it back in while the Xbox Accessories App is open for it to detect it is there.
