Xbox Elite 2 Controller not responsive on Xbox Series X or Xbox One X

The controller acts as if it is paired to the Xbox, in that I can turn on the xbox by pressing the xbox button on the elite 2 controller.

However when the xbox turns on, no buttons are responsive. When I try to reset the sync, it will not work either and just spins and neither xbox or controller act as if connected. Having this issue with both Series X and One X consoles. Also attempted hard wire and plugging it in. Even had another controller to use and it sync's no problem and then navigating to accessories the Elite 2 controller is not present but the regular controller is.

I have reset the Series X completely, like full delete of games and logged in and downloaded games all over again. No connection is achieved with the controller.

I downloaded the Xbox Accessories app for PC and updated the controller and deleted the "profiles" and still no changes.

Help is appreciated if someone has any more ideas.
