From my personal experience I can say that this problem sometimes only happens since if your control was replaced the serial number is different so for this reason it may have been removed from the list of your devices since since you sent it for repair this may be the one. reason, anyway, I can't give you an official answer since this is only a public forum where we are players like you who help other users with basic problems but we are not Microsoft employees.

I just got in an Elite Series 2 controller with the same issue. it is not removed from the devices list but still does not reconnect to bluetooth when disconnected from USB (charging/accessory app). The status light (xbox home button) just flashes slowly. It continues to do this until it shuts off or I delete and pair the controller again.

side note: elite controller is fully updated
