Thanks for asking this great question on the forums. It is possible that the reason that you're being asked about how you'd like to pay for the rest of the game is due to taxes in your area or region as our Ambassador has stated. Since you're using account
currency, you may just need to add another $5-10 to have the transaction go ahead and complete. Your Game Pass subscription would not have any effect on your ability to pre-order games.

Are you referring to the Shopping Cart on the Xbox One Store? That doesn't work for me as it never completes the checkout process (I have reported it via Xbox Insider app).

Have you tried doing direct purchases on the Xbox Store? Those work for me albeit without the convenience of being able to bundle several items into one bill (ie the below $10 purchases on offer).
