There's a quick fix for this issue, you need to create a new account alias and make it your primary.

You can revert to your previous alias aftere you sucesfully sign in on the Xbox Design Lab page.

Log in to your account with your current primary e-mail here: https://account.live.com/names/manage

On this page, you can add a new e-mail address and then select it as your primary by clicking on Make primary.

Then access the Xbox Design Lab page again.

Xbox Support Team will assist with the order. At this point, we recommend keeping an eye on the email address you used to create the order. Microsoft will provide you with a tracking
number once the package has been shipped. Be sure to keep us updated!
