What games are you trying to launch through the Xbox (Beta) app that won't sign you in to your account with the saved data?

Have you tried launching the games through desktop or Start menu shortcuts?

Still, a data transfer cable is only meant to be used to transfer the data between Xbox hard drives. It's not mean to be used to transfer data to a PC and Xbox files are not mean to be seen on a PC. So doing that would be a violation of the terms of service

Network Game Transfer would only transfer the games and apps from the old console to the new console; other data like profile data and save data is attached to an account's profile and backed up to Xbox Live. To redownload the save/profile data for an account
in a particular game, just launch that game from the console while the account is signed in and connected to Xbox Live .
