xbox controller won’t connect and usb turns off xbox

Yes, you can use the controller while connected to the console using usb cable. This won’t affect performance and won’t damage the controller. Using the controller wired of course means you don’t need to use batteries.

You can also update the controller while connected through USB cable.

Standard xbox one controllers require a micro USB cable. The elite series 2 and xbox adaptive controllers require USB type C cable.

The Xbox One controller will auto turn off after a period of inactivity and I don't think it is possible to deactivate this feature. The only way to stop the controller from turning off is to either perform an action on the controller or to connect it to
the console with a USB cable.

Try resetting the controller, follow the below steps

Hard Reset:
A hard reset is more thorough and can help if your controller is not responding as expected.

Turn off your Xbox console.
If the controller is connected wirelessly, press and hold the Xbox button on the controller for about 10 seconds. The controller will power off.
If the controller is connected via USB, unplug the USB cable.
If your controller has a removable battery pack, take out the batteries.
Wait for a few seconds to ensure any residual power is drained.
Reinsert the batteries or plug in the USB cable.
Turn on your Xbox console.
