Xbox controller right trigger always on

I play games on PC running Win11. I buy all my games through Steam.

Recently in driving games the cars were accelerating by themselves.

I reset the keybinds to default,

Purchased a new Xbox controller,

Swapped out my keyboard

Checking Controller settings in Steam, Steam inputs is off. the deadzones are set to 10,000 for both left and right triggers.

Left trigger at rest shows 0, right trigger at rest shows 32767.

Reset device inputs has no effect.

Someone suggested Sticky leys, I have turned all accessibility features off so they can't be triggered by long pressing modifier keys

I have verified game files through Steam.

I'm playing Farming Siimulator 22, I loaded a base game map and bought a base game tractor, same issue.

Given the effect in the Steam Controller settings window of the trigger being always on even when the game is closed, it has to be a Windows setting and given I've swapped keyboard and controller it can't be hardware.

I'm all out of ideas so I'm hoping someone knows of a setting I can toggle or something to resolve this.

I experienced the issue on my old controller and believing it to be faulty I purchased a new controller. The issue is identical across both controllers and is occurring without a game running as observed in the Steam controller setup page. Therefore, I believe it to be a software issue with Windows.

The best drivers are installed according to Windows.

No error messages at all other than the reading in Steam controller window showing 32767 which = full activation as already stated.

The issue has been ongoing for approximately 3 weeks.

If you still have the warranty, I would recommend validating it from the following link:

You just have to follow the steps provided by the page, which is basically to find the serial number of the control and enter it at the bottom of the page.
