If your Cloud save has not uploaded from the last device then you'll need to reload the game on that Xbox and then save it from the main menu and finally quit the game and close it via the side bar before the save is available on the Cloud to other devices.

1. Is this the first time you are signing in your Xbox account to play cloud gaming?
   
2. Are you able to play cloud gaming on other devices other than your iPhone13?
   
3. Are you in the region where cloud gaming is supported? See: Xbox Supported Countries/Regions

Here are the other things that we can try:

1. Check if Xbox services is up and running by going to this link: Xbox Status page

2. Open inprivate browser and go to https://Xbox.com/play and sign in your Microsoft account

3. Try removing other account connected to your device.

4. Connect to different connection.

Hi

Removing your account from your Xbox 360 will not affect any other devices. The only thing I would advise you to do before removing your account is to either move all of your Xbox 360 game saves to the cloud (Xbox One can use the cloud save for backwards
compatible games) or to a USB drive,
