Xbox cloud gaming video/network issues

Hello,

I am on pc and when I try to use the cloud gaming service it says "your network may be experiencing some problems" and the gameplay of any games is cubby and unplayable. I've spent over 2 hours troubleshooting everything I can find. I need some assistance.
