You can try subscribe via the Xbox app. Otherwise you can request a call back from Xbox support. https://support.xbox.com/en-US/.

It doesn't seem like there's any service issues in regards to payments right now. I would wait a little bit and try again. If it's still not going through, it may just be an issue on their end (Xbox's), so I would go through Support and they can definitely
assist you in making a payment. Good luck!

I can understand how this could be confusing.

For most payment issues resulting in an error like that, then I would suggest contacting
customer support and having an agent look into this issue directly.
