Discus and support Xbox app won't finish startup while offline. Window 11 in XBoX on Windows to solve the problem; I've made sure it's updated and to loads up fine if I'm connected.     I've made sure it's updated and to loads up fine if I'm connected.

    If I'm disconnected, it load the splash screen with Xbox logo and stay there indefinitely.

    I serve in the navy, so it's vital for this app to work in offline conditions for me to play the games while on deployment.

    Hello pottsalot2, unfortunately, I don't think it's possible for Xbox Apps /Game Pass to work offline, because the App needs to authenticate the user to Microsoft's servers through Microsoft Identity Privider.

    Even on the console only the games it owns can be played offline.

    I will have to try the shortcut thing again but, yes, I've already setup the offline permissions.

    Something that works for me is create a desktop shortcut for each game , and when I'm offline I open the game in that way (without using the Xbox app)

    **Before that, make sure you have enabled offline permission for your PC

    Open Microsoft Store > Click on your profile picture > App settings > offline permissions
