Xbox App wants me to pay for game again!

I purchased Sea of Thieves a few months ago and the Microsoft Store shows it was purchased and redirects me to the Xbox app to install. When I go to the Xbox app, it is asking me to pay for the game again. It's like the Xbox app has no idea the game has already been purchased. The same account is used on both the Microsoft Store and the Xbox app. When I select "View order history" in the Xbox app, I'm redirected to this account in Microsoft Edge and there are no purchases listed in the order history. This makes no sense.

Have you tried using your phone Xbox app to install the game? Sometimes this fixes the glitch also I suggest uninstalling the app completely! Everytime that it tried to give me a hard time I do this and it works wonders! Here are the steps!

I'm willing to bet you bought them on another account. What other accounts resided on your old console?

Recover them all to your new console and try to download those games from each one.

If you purchase it trough the Microsoftstore on your apps library you should be able to install it again, as long as you are using the same account, confirm that here

If it's there go to your game library on th Microsoft store app trough the 3 dots next to your profile picture

Sorry to hear you're having trouble with that. Is it possible another user on your console originally purchased the content and changed their home console? If another account purchased the content they would have needed to keep your Xbox One set as their
home console.

To check purchases and verify if the transaction was made on your account head on
over here and check your transactions.
