xbox app pc won't update and gamepass games slow download speed

I recently remembered that game pass carries over to my pc as well so i attempted to download a gamepass game, state of decay 2. As i type this out, the download speed hasn't reached over 1 MB/s when it usual downloads at 10-12 MB/s on my pc and almost 100 on my Xbox. I figured, hey, the app isn't updated so maybe that's the issue. I went to the Microsoft store and tried updating it. clicked on update and waited for it. All for it to just stay at 1%. And when i try to stop the update, it doesn't. I also tried deleting the Xbox app and reinstalling it, only for it to do the same thing as if it was updating. I had to install all the other Xbox services and it magically reappeared back on my pc. All i want to know is that if there's a way to fix this before i sit here and wait 11 hours for a download that should take no more than one hour.
