    Xbox app on Win11 no longer installs games that require administrative approval


    The Xbox app on Win 11 is no longer able to install games that require administrator approval. When a game is selected for install, it just sits at 0% downloaded. A few months ago, it was able to install all games, but now that functionality has failed. Even cancelling the stalled install is problematic. Usually there is no error message, but once I received an error code of 0x800700e9.

    I have followed the steps on Troubleshoot game or app installation problems on your Xbox console | Xbox Support and https://windowsreport.com/0x800700e9/ (with the exception of installing a 3rd party repair tool. I did not do that). I have:

    • Windows Update has been run
    • all Windows Store apps have been updated
    • Ran the Windows Store Apps troubleshooter, which found no issues
    • Cleared Windows Store Cache
    • Ensured that the following services are running:
      • Background Intelligent Transfer Service
      • Locate Delivery Optimization
      • Xbox Live Auth Manager
      • Xbox Live Game Save
      • Xbox Live Networking Service
      • Gaming services,
      • Windows Update
      • Microsoft Store Install
    • Reinstalled repaired Gaming Services, then reinstalled when it didn't resolve the issue
    • Repaired/Reset the Microsoft Store App
    • Used a fresh .GamingRoot file
    I have also tried installing the same games through the Windows Store, and they never start downloading there either.

    Many people have the problem where they cannot install any game that "requires administrator approval". I dont know if they consider this a bug or a feature in the Xbox (Beta) app.

    When the xbox app goes to install a game, something prevents the standard administrator approval window from popping up to alllow the user to approve the install. After about 60 seconds, the installer times out and reports an error, as seen in the image
    posted by Fredric. If a game does not require the admin approval window popup, the installation succeeds.

    Hello, I am having the same frustrating error when trying to install Game Pass games. After doing some testing I noticed that I can install games that don't say "Administrator Approval required for installation". I think there is a bug where the app is failing to request administrator approval so it just errors and doesn't install the game.

    Games such as Sea of thieves or Broken age that don't require administrator approval install fine for me.

    Good to know, I'll keep an eye out for those! Yeah I have Sea of Thieves and Broken age successfully installed as well.
