Thanks for reaching out to the Forums for clarity on what's affecting your profile pic change. The thing is that Xbox has temporarily halted the ability for people to customize their gamerpic while the whole pandemic thing is going on since there's now way
more traffic on the platform at the moment. There's no news yet as to when it's going back up, so in the mean time you would have to refer to the
support site for info on that.

Hi Lucas, I’ve been having difficulties with changing my xbox profile picture to a custom image on xbox and on the xbox app. It keeps saying that’s its done uploading but it’s not updating it has been doing it for the past 2 days but I changed it to a default pic on Xbox but now I can’t change it to a custom one

Restart your console: Go to the Xbox app, select your profile, click Settings, choose Console Info, then select Reset Console. There will be a message asking if you want to Reset and delete everything or Reset and keep my games and apps

Change your profile picture via the Xbox console: Press the Xbox button on your controller to open the guide. Go to Profile & System, select your profile, and then select My Profile. Select Customize Profile > Change Player Picture. Choose your gamer image from the selection shown, or select Take a photo of my avatar or Upload a custom image

Not really i don't use the Xbox app but i got the onedrive app both on Xbox one and my phone i could upload them from the onedrive app on my phone to the Xbox one onedrive app i changed mine here though i did change mine on the Xbox one with the Godzilla
picture as my custom profile picture they would also be on the photos app under collection album

Just wanted to say my custom profile picture updated finally 5 days I after this issue started. Unfortunately it was the first profile picture of the 15 different ones I selected so I probably have to wait a few more days for the actual profile picture I wanted to be equipped.
