Xbox App for PC not recognising subscription and purchased games

I recently purchased Xbox Gamepass Ultimate.

The Xbox App on my PC and my laptop does not recognise this subscription. When I try to download a game it prompts to join Gamepass, when I try to 'join' it gives an error saying "Give it another try. Something went wrong."

Additionally, when I go to "Games I own" it shows the message "looks like you're stranded... There might be a problem with the app. Try it again in a while."

My Xbox recognises the subscription. I can download and play gamepass games on my Xbox.

The gamepass mobile app recognises the subscription. I can remotely install gamepass games to Xbox and my PC.

The Microsoft store recognises the subscription. I can download and play gamepass games on my PC.

When I view my subscriptions on my Xbox, on the Microsoft store, or when I log into my Microsoft account through a web browser, my current subscription is viewable. If I choose to "view my Xbox profile" from my Microsoft account, it correctly shows my Xbox
profile (so there is no issue with not having the correct MS account linked to the correct Xbox profile).

If I use the mobile app or the MS store to install a gamepass game, the Xbox app recognises that the games are installed, but when I try to launch from the Xbox App, the launch button is not there, instead it says "Play with Gamepass".

When I go to "settings->account" in the Xbox App on PC/laptop, it says "We encountered an error and your subscriptions failed to load." Additionally, In the "settings->general" of the Xbox App, it says "Come back later. We can't confirm offline permissions
at the moment."

I have tried deleting and reinstalling the app, clearing cache, both the repair and reset options.

How can I resolve this?
