I would say check that the Microsoft store account region, Xbox 360 and any device where your account is logged in have the same region.

The Update your Microsoft account if you’re moving to a new country or region states its a three stage
process to change regions and therefore it makes me think the first step should be to check that location settings are all set the the same across all your systems that use your Microsoft account (Store, Windows, Xbox). This Change
your country or region in Microsoft Store will help point you in the right direction.

I appreciate your effort. Let's then try to clear your Xbox 360 local storage:
Profile & system > Settings > System > Storage. On the Manage storage devices > Clear local Xbox 360 storage.

If that didn't work, our best option would be to perform a factory reset. There's an option to keep your games and apps:
Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
On the Reset your console? Please choose “Reset and keep my games & apps”

Try Settings. Select All settings. Select System and then select Storage. Select Clear local Xbox 360 storage. Select Yes and restart the console. (This will not affect your cloud saved games or Xbox One games and profiles.)

Can you try clearing the 360 cache?

Press the Xbox button  on your controller to open the guide.

Select Profile & system > Settings > System > Storage.

On the Manage storage devices screen, select:

Clear local Xbox 360 storage. This deletes Xbox 360 games saved locally, but they’ll remain in the cloud.
