Just to clarify, are you trying to set up home console on Xbox one? Or license transfer on a 360?

All Xbox 360 servers are up and running worldwide. Is your console region set to Canada, and is your Microsoft account also set to your home address?

Thanks for your post! It sounds like you are attempting to game share titles from an Xbox One to an Xbox 360. Unfortunately, there is no ability to share titles to an Xbox 360 like there is with the Xbox One's Home Console setting. For information on licenses

Game sharing has changed very different from the 360. Best thing to do is to set your xbox home to your friends console and they set their home to yours. This will allow both of you to share purchased digital games with one another. Here is a guide to setting
