Xbox 360 Game download restarts at 80%

I am trying to download Fallout 3 to my xbox 360, I own the game and downloaded it before years ago. I have also downloaded it before to my xbox one. I have checked my region and locale settings, they match my physical location. I have tried cache reset.
I have also seen other threads with this problem and they don't seem to have any answers! It always seems to reset at 80%, back to 0% and the download just loops like this forever. Not sure why it only happens to specific games like Fallout 3, or Fallout NV

I am having the same issue. I’ve tried following several troubleshooting methods from other forums and nothing seems to work. It’s pretty sad that I can’t download a 5gb game.

Yes, I downloaded a ton of other games that day because I got $30 redeem card for my birthday. This has been going on for at least 4 days and it still will not download. The game I’m trying to download is Tomb Raider: Underworld.

how do I do if the account is French and I am in Italy ?? I 've tried to make the switch region of the account but nothing

It's a region issue. In order to download the game, your account region has to match your physical location.
