Would doing wireless transfer between two xboxes keep the games on the original console?

Yes, the transfer only copies the games across, it doesn't move them. They will still be on your One S after the transfer is complete.

However, keep in mind things like game progress and in-game items will still be tied to the original account. There is no way to transfer those between accounts.

Nothing can be transferred between accounts. License transfers are only used to transfer licenses between console if you were to get a new console.

You can try redownloading the DLC to see if that allowed you to access it on the new account, but the game saves would still be tied to your original account.

The License Transfer tool is for transferring your licenses between two consoles that you own, like you buy a new console or get a new hard drive, so that you keep access to all of your games. It is not for transferring your licenses to a friend's console.
