Won't download update

When I start the 360, it wants to apply an update and I continue with it and it starts to update it and then all of a sudden fails to update it and brings up with a error code that does not come up in the xbox support website so don't know what to do.
It wont even let me sign into my gamertag without the update being applied. Any my network connection is perfect. The end of the code I'm pretty sure was 8007-0070.

Per what you have posted, that error may mean that you dont have enough free space to download the update. Have you checked internal storage to make sure you have enough space to download it?

The updates won't download that's the problem!!!!!!

The update is delayed. Until it is released you won't be able to download the update manually.

The next time it happens take note of the error code. It may help to pin down the problem.

The only other thing I can think of, seeing as you factory reset keeping games and apps, is corruption in the game install which would require an uninstall and reinstall of the game.
