Wireless Xbox one controller no longer wireless

If this controller was previously connected to the console but is no longer able to connect, you should repeat the connection process using the console’s connect button.

No sorry there isn't. The Xbox 360 wireless controller is wireless at all times, it was not designed to work with a wired connection. A play and charge cable would only charge the controller since the controller itself has no data
port. To use a Wireless controller you will need a Wireless Gaming Receiver. MS no longer make these, all the ones sold on the Internet are actually third party. I understand they can be difficult to set up sometimes.

Only the Xbox One controller can be used with either a wire or wireless.

The Xbox 360 wireless controller won't work with the play and charge kit on it's own on a PC. The Controller always remains wireless, it can't be changed to a wired controller. To use a 360 wireless controller you'll need an Xbox 360 Wireless Gaming Receiver.
Microsoft no longer make these, but it is possible to buy a third party receiver, although installing them can be troublesome.

The Play and charge can be used with the PC, but only to charge the controller. The driver is only designed to automatically sync the controller to the Gaming receiver.

Only the Xbox One controller can be turned into a wired controller with an Xbox One Play and Charge, or a standard USB to Micro USB cable.

You probably mean the right thing, but the Xbox One does not use Bluetooth to connect controllers wirelessly, but a Xbox specific wireless communication protocol.

Since the console has this wireless protocol built into the special wireless module already, the Xbox One doesn't support the USB wireless connector.
