Just like any other internet server, they have to do load balancing or it will cause more issues. Last time Xbox Live was taken down by DDOS attacks, it took like 250Gbps of traffic to shut it down.

The likely issue is the wireless setup, if your range extender is in the same room as the Xbox, then that is part of the issue, you need to realize that if your Xbox is getting 1 bar, and your range extender is right by the Xbox, then your range extender
is getting poor signal as well, move the range extender closer to the router.

And then we move onto wireless, is the router and range extender using the 5Ghz band? If either are using 2.4Ghz, then that'll reduce the bandwidth.

Is this error coming up on an Xbox one? Would you be able to clarify any steps done to troubleshoot this 'DCHCP' error.

I would suggest to follow the steps on
"I get an error message when I run the 'Test network connection' on Xbox One"

It will have the option to choose the error message that's showing up on the Xbox One, here you'll choose "Can't connect to your DHCP server" and from there it will continue guiding you.

The issue sounds like it's coming from the two routers communicating with each other, and then to your console. You may want to look into a

wireless repeater/range extender to boost your signal instead of using a second router. This will ensure that the secondary device is only extending the wireless signal to your console and not complicating it.
