windows flashing between date screen and login screen

I can not login. HP PC running windows 10. I am able to boot in safe mode by shutting down twice and getting to the troubleshoot area. In safe mode the flashing is still happening. I do a ctrl alt delete and select taskbar. In the processes tab I see that windows explorer is flashing 'suspended'. I go to the systems tab and uncheck Problem Reports and Solution Control Panel and Windows Error Reporting Service. I restarted but this did not help. What else can I try? Because I am not able to get to anything on the desktop when logged into safe mode, how can I try things in and with a cmd prompt? I am not able to do a system restore.

Thanks for your suggestion, Josef. Do you think I could Enter Windows 10 Recovery Environment, Open Advanced Boot Options and then the troubleshoot option?

Would Reset your PC work?

As the issue is happening even in Safe mode, the next step will be perform a custom installation for your Windows system. Probably you have a malware on it, and the virus affected your whole PC.

I cannot get past splash screen. The icon flashes then everything freezes. Up to date on patch.

I tried it on our other tv and it happens there too, and now I'm getting white lines flashing across the login screen and home menu.
