    have you purchased forza, if so then you should be able to play it, if not then it will ask for a gamepass sub so you can play it.

    PC doesn't require Gold so it shouldn't be asking...however, that message sometimes comes up if you are trying to play it via Game Pass and your Game Pass subscription has lapsed/been stopped. If you play via Game Pass (as opposed to owning the game), then double-check your subscription is still active
