Windows 10 Xbox App party connection issues

Issue (09/20/18): innitially cannot connect to cross-platform party with me on PC and friends on xbox at all. After step 2 I am able to connect but shortly after I connect (<30sec) I am kicked
off of the party with an error message saying that there was a problem. during the Initial stages of this I think I may have been signed on on my xbox (I also have an xbox console) but I turned it off after realizing it was on which was somewhere around the
    end of step 2.

Errors: (I have encountered several, the outcome is the same but the error messages are sometimes different)

0x8923401C (your network settings are blocking.....)

0x801900CC (something went wrong with party, try again later)

    Things I have tried:

    1) saw a youtube video that said to check Teredo is enables in device manager or something. I followed steps to see hidden objects but Teredo is not listed under network devices

    2) same video also mentioned trying the following if the first option did not work: open command prompt as admin and enter the following lines of code sequentially

    netsh

    int teredo

    set state disabled

    int ipv6

    set teredo client

Result: After this I was able to connect to parties but would be kicked out shortly after (<30sec) with an error message 0x801900CC

    3) checking connections in command prompt: enter the following in command prompt "netsh interface teredo shot state"

This genereates the following info (below)

    Type: client

    server name: win1711.ipv6.microsoft.com.

    client refresh interval: 20sec

    client port: unspecified

    state: dormant

    4) checked to make sure firewall was properly set for private and public networks

    block inbound

    allow inbound

    5) check network page withing xbox app (cant remember what all this said but there were no error messages here or indicators of issues)

    Internet connection: connected

xbox live services: up and running

    xbox multiplayer

NAT type: (cant remember what this said)

    server connectivity: moderate

    performance

    latency: 50ms

packet loss: (cant remember but i think it said none or good or something, no indicator of issue)

    :)
