I have it installed on a external storage device. Should i hook up that storage device to the pc?

the game is playanywhere, so you shouldn't have a problem being able to play on pc with the Buying Account

You should connect to the same account in which you made the purchase

I own the anniversary edition of Sea of Thieves and that version is Play anywhere
