Will there be a total Library Transfer?

no as for that to happen would be up to the developers and publishers of those games, you dont own any of the games you bought, you own a licence to play that game on the platform you purchased it on, most of the games are not even available via microsoft on pc and are through all the other launchers like steam, gog, epic etc.

there are some games which are play anywhere, this is where there is an agreement with the devs and/or they are first party titles that enable you to play on console or pc.

I have over 400 games on xbox but i no longer have an xbox and use PC only, i repurchased all my games and now have over 1000 games on pc (which probably cost me less for these 1000 games than it did for the over 400 on console too)

Epic and gog and only if you accept some games may not be compatible or just come with quirks

Licenses transfer only use to work via a specific title or item. You can't licenses transfer the entire library.

Me too! Game is completely gone from "Full library" under My games and apps. Total BS.
