Hi, the offer is only buy the java edition get the Windows 10 version free. It doesn't work the other way. If you want the java edition, you will have to pay for it.

I bought the Java Edition and migrated it to the Windows 10 Edition, does this not give me a free version of Windows 10 Edition Minecraft, I have to re-buy it?

I'm not certain if it's still valid, but there was an offer at one time to get the Bedrock edition for free if you owned the Java edition of Minecraft. The best way to find out if you have it available is to log into your
Mojang.com account and see if it's available.

I saw this offer was valid until 2018, but don't know if they've changed it or not.

You might need to purchase it again.

If you have Java Minecraft, sign in with your Mojang Account on the Minecraft Website, and you should get an offer to redeem a code for the Windows 10 Version.

However, it was long ago since I did that, and don't know where exactly you need to go.

After you got your code, you can go to the Windows Store App on your Windows 10 PC and redeem that code in the Store App to get Minecraft Windows 10 Edition.

EDIT: It seems that you need to have purchased the Java Edition before Oct. 19th 2018 to be eligible for getting Minecraft Windows 10 for free.
