As per the game's FAQ, there is no crossplay or cross-platform multiplayer for NBA 2K23, the FAQ confirms that there is at least cross-progression for MyTeam and VC. Unfortunately, it is said to be limited to the same console family. This means it is only applicable for PS4 to PS5, and Xbox One to Series X/S. You will not be able to transfer anything between PlayStation, Xbox, PC, and Nintendo Switch.

MyTEAM Cross-Progression enables all MyTEAM Points, Tokens, cards and progress to be shared across both versions of NBA 2K23 on generations of consoles in the same console family. Similarly, the Shared VC Wallet means any earned or purchased VC is accessible across generations of consoles in the same console family.”
